Charles Bloom, LPAC Secretary

Charles Bloom, AICP, is the principal planner for the City of Laramie Planning Department and has been with the City since 2005. Charles has served as the past president of the Wyoming Planning Association (WYOPASS) and an adjunct professor teaching planning and sustainability in the University of Wyoming's Geography Department. Prior to Laramie, he was with the City of Little Rock, Arkansas as a Planner II and Historic Preservation Administrator and has worked at the University of Colorado Environmental Center. Charles has a Bachelor of Environmental Design and a Master of Urban and Regional Planning from the University of Colorado. Charles’ experiences have included the adoption of a Unified Development Code, managing specific area plans, creation of a historic district design guidelines and creation of a Housing Study. Charles has received numerous awards including the Arkansas Traveler award in 2005, 2016 Wyoming Player of the Year and was named as one of Laramie Young Professionals 2016’s top 20 Under 40 in Laramie, WY.
